Though

  1. That means there could be hostages taken from the site 
  2. Gunmen still on the run? (and they could cause another mayhem, incident - etc)

In that sense, not completely done yet? 

The local TV station said there is no threat/danger - safety issue at the temple’s inside anymore. (Should mean no hostage situation inside the temple)
